OpenAI Partners With Malta to Offer Free ChatGPT Plus to All Citizens
ChatGPT Plus is OpenAI’s $20-a-month subscription plan, offering higher usage limits for advanced models and tools. Malta’s government will pair the subscription with “AI for All,” an AI literacy course designed by the University of Malta to help people understand AI’s capabilities, limitations and responsible use. It is OpenAI’s first partnership of this kind aimed at an entire country’s citizenry.
OpenAI and the Maltese government announced the agreement on May 16, 2026. Eligible citizens who complete the course will receive one year of ChatGPT Plus free of charge, worth $240 at the standard price. The first phase began that month, with the Malta Digital Innovation Authority responsible for verifying eligibility and distributing access. The program will later expand to more residents and citizens living abroad. Neither side disclosed the government’s procurement cost.
