Taiwan Plans Four Data-Sharing Mechanisms to Power Sovereign AI

The performance of generative artificial intelligence depends heavily on access to high-quality, legally usable local data. Taiwan’s Executive Yuan is treating national data governance as core infrastructure for sovereign AI, seeking to convert fragmented public- and private-sector information into AI-ready data. The policy is intended to expand traditional Chinese and Taiwan-specific training material while establishing safeguards for privacy, security and the public interest.

As of July 31, 2026, Vice Premier Cheng Li-chiun had outlined a legislative framework built around four channels: government data sharing, open government data, public-private data sharing and data altruism. The Executive Yuan said the mechanisms would improve data quality and availability for AI training and applications. It has not yet disclosed a bill name, submission date, budget amount or binding implementation timetable.
