Visa Overhauls B2B Payment Rules, Tightens Level 3 Data Standards

Visa’s U.S. commercial card program previously offered lower interchange rates in exchange for Level 2 summary data, such as tax amounts, and Level 3 line-item details. The Commercial Enhanced Data Program, launched on October 18, 2025, instead validates the completeness and accuracy of data for each transaction, directly linking corporate card costs to the governance of ERP, invoice and procurement data.

Visa formally ended Level 2 discounts on April 18, 2026. Only Level 3/Product 3 transactions that pass CEDP validation can qualify for the main discount, with a reference rate of 1.75% of the transaction amount plus $0.10. Card-not-present commercial transactions that fail to qualify can be charged as much as 2.70% plus $0.10. Visa has also charged a 0.05% participation fee on transactions submitted with enhanced data since April 12, 2025.
