Taiwan Launches National Cybersecurity Strategy 2025 to Advance Digital Transformation and Whole-of-Society Defense

Taiwan has long faced state-sponsored cyberattacks, personal-data breaches and highly targeted fraud, elevating cybersecurity from a technical responsibility of individual agencies to a national security issue. The National Security Council’s National Cybersecurity Strategy 2025 focuses on critical infrastructure, public-private cooperation and whole-of-society defense, driving changes in Taiwan’s cybersecurity framework and governance model.

Lee Yu-chieh, an advisory member of the National Security Council, wrote in the 2026 Taiwan Cybersecurity Yearbook that the strategy adopted in 2025 marks Taiwan’s shift from incremental improvements to a dynamic approach that can adapt to evolving threats. The latest direction calls on the government, businesses and the public to jointly strengthen resilience and cybersecurity awareness.
