Kaohsiung Opens NT$10.2 Billion C34 Tender for AI Healthcare Hub
The C34 Wucyuan Elementary School Station project is Kaohsiung’s first joint-development tender tied to the light-rail system since the circular network was completed. Planned on a former vocational school site in Lingya District, it is near the proposed National Sun Yat-sen University College of Medicine AI research and teaching base and several hospitals. The city sees the transit-oriented development as a way to cluster healthcare, long-term care, education and R&D in southern Taiwan.
Kaohsiung City Government’s Mass Rapid Transit Bureau launched the tender on June 1, 2026, and held an investor briefing in Taipei on June 24, with bids due October 30. The project is expected to draw NT$10.2 billion in private investment. Its 1.3-hectare site has a 630% floor-area ratio and capacity for about 36,000 ping of floor space, excluding parking. Plans allow housing, offices, medical services, research facilities and daily-life amenities, with phased development permitted.
