Microsoft Executive Proposes Treating AI Agents as New Enterprise Users With Separate Software Licenses

Microsoft Executive Vice President Rajesh Jha argues that AI agents deployed by businesses are more than tools that assist employees. Because they can log in to and operate various software products, they should receive separate licenses just like human users. If adopted, this model would reshape the SaaS industry’s longstanding practice of calculating seats and revenue by employee headcount.

Jha recently proposed treating AI agents as additional enterprise software users, with each agent requiring its own seat instead of sharing an employee’s existing license. Microsoft has not disclosed specific licensing fees, pricing plans or an effective date. The proposal has nevertheless sparked industry debate over whether AI will reduce employee seats or create more paid accounts.
