Hong Kong and Shanghai Partner on Blockchain Platform for Cross-Border Trade and Financing

Cross-border trade finance has long relied on paper bills of lading and repeated verification by multiple parties. The movement of goods, documents and funds is difficult to reconcile in real time, raising banks’ credit assessment costs and financing barriers for small and medium-sized enterprises. The Hong Kong Monetary Authority has therefore incorporated cargo data into Project Ensemble’s tokenized financial infrastructure, seeking to connect China’s supply chains with international capital markets through verifiable data and strengthen Hong Kong’s role as a regulated gateway.

On March 2, 2026, the Hong Kong Monetary Authority, the Shanghai Municipal Data Bureau and the National Blockchain Technology Innovation Center signed a memorandum of cooperation on digital cargo trade and finance. They plan to jointly build a blockchain-based cross-border platform linking cargo and trade data, electronic bills of lading, the Commercial Data Interchange and CargoX financing processes. The three parties have yet to disclose the investment amount, trial scale or formal launch date.
