Ledger CTO Warns High EU MiCA Compliance Costs Are Stifling Web3 Innovation
The European Union's Markets in Crypto-Assets regulation, or MiCA, establishes bloc-wide rules for crypto-asset issuers and service providers. Its stablecoin provisions took effect on June 30, 2024, with the remaining rules becoming fully applicable on December 30 that year. The framework is intended to protect consumers and build institutional trust, but its capital and ongoing compliance requirements may make it difficult for resource-constrained startups to compete with banks.
On June 8, 2026, Ledger Chief Technology Officer Charles Guillemet warned that MiCA was shifting the market advantage toward large financial institutions. Minimum capital requirements for service providers range from €50,000 to €150,000 depending on their activities, while trading platforms must hold €150,000. The European Commission also estimates that each white paper costs about $4,500–$87,000, excluding legal, audit, insurance and ongoing compliance expenses.
