Bankers Association Advances Green Finance Plan, Strengthens Corporate Engagement Toward 2050 Net Zero Goal
Taiwan’s Financial Supervisory Commission released its Green and Transition Finance Action Plan on November 1, 2024, with the Bankers Association helping financial institutions put it into practice. The plan requires them to incorporate ESG factors, carbon emissions and transition plans into financing, investment and risk management. The policy is a key lever for redirecting capital from high-carbon activities to emissions-reduction investments and helping Taiwan achieve net-zero emissions by 2050.
On April 20, 2026, the FSC announced incentives for green-energy financing and investment. An existing Executive Yuan mechanism can provide financing guarantees of up to 80%. First Bank has held annual corporate net-zero seminars since 2023. By the end of 2024, Chang Hwa Bank had completed engagement on 135 credit cases, with sustainability-linked and other related lending totaling about NT$42.75 billion.
