Taiwan Charts Three-Track Future for Finance, Peng Says

Taiwan’s financial sector is evolving beyond conventional banking, securities and insurance as digital platforms and blockchain-based services gain ground. The Financial Supervisory Commission is promoting a three-track model spanning traditional, digital and blockchain finance, seeking to support innovation while preserving financial stability, consumer protection and regulatory oversight of virtual-asset activities.

FSC Chairman Jin-Lung Peng told the FinTechOn summit that the market would advance along all three tracks in parallel. Nine implementing regulations under the Virtual Asset Service Act could take effect as early as the first quarter of 2027. The regulator also plans to accelerate the use of artificial intelligence for fraud prevention and expand financial-sector big-data applications, provided risks remain under control.

Taiwan’s Financial Supervisory Commission is seeking to accommodate rapid advances in artificial intelligence, virtual assets and other financial technologies without weakening consumer safeguards or financial resilience. Chairman Peng Chin-lung has outlined a market in which traditional finance, digital finance and blockchain-based finance develop in parallel, framing the approach as a way to preserve competitiveness while keeping innovation within manageable risk limits.

The FSC said on July 8 that Peng met 29 fintech startup teams at three FinTechSpace sessions held on May 20, June 4 and June 17, 2026. Participants cited difficulty obtaining financial data, securing cooperation from established institutions and determining whether business models comply with regulations. The regulator plans to advance FinTechSpace 2.0 and encourage startups to test products through regulatory sandbox experiments and business-trial mechanisms before wider deployment.
