Visa Direct Pushes Government Payouts Beyond Paper Checks

U.S. agencies have long relied on paper checks to distribute tax refunds, benefits and disaster-relief payments, leaving recipients exposed to postal delays, loss and theft. Visa says issuing a paper check can cost taxpayers as much as $6, while replacing one can exceed $21. Visa Direct uses existing eligible debit and prepaid card credentials to route government funds into a recipient’s bank account, potentially making the money available within minutes rather than days.

The shift gained urgency after President Donald Trump signed an executive order on March 25, 2025, directing federal agencies to phase out paper-check disbursements from Sept. 30, 2025, including benefits, tax refunds and vendor payments. Visa is positioning Visa Direct as an infrastructure option for that transition. The company says its security systems assess more than 500 data points in real time and monitor transactions around the clock; Visa reported preventing more than $40 billion in fraud during the year ended Sept. 30, 2023.
