Citi Names FinCEN Director Andrea Gacki Global Sanctions Chief

Global banks must continually adjust customer due diligence, transaction screening and reporting as U.S. and international sanctions regimes expand. Andrea Gacki has led the U.S. Treasury Department’s Financial Crimes Enforcement Network since September 2023, after roughly five years running the Office of Foreign Assets Control, where she helped shape Washington’s response to Russia’s invasion of Ukraine. Her move to Citi brings a seasoned regulator and sanctions policymaker into a bank operating in more than 180 countries and jurisdictions.

Citi said on July 31, 2026, that it hired Gacki as global head of sanctions, putting her in charge of sanctions policy and execution across the group. The bank did not disclose her start date, compensation or other financial terms. The appointment led a weekly roundup that also included a promotion involving BBVA’s chief financial officer and HDFC Bank’s July 27 penalties of 100,000 rupees each for three senior executives, or 300,000 rupees in total, following an internal review of an arrangement with the Maharashtra State Road Development Corporation.
