Legislative Yuan Review Flags 10 Flaws in Alert Account System, Urges Reform
Banks use "alert accounts" as a control measure to help police block financial flows linked to fraud. Once an account is reported, functions including withdrawals and transfers may be restricted. The Legislative Yuan's Legal Affairs Bureau said that although the system is intended to prevent fraud, its inadequate legal basis and overly broad scope may unduly infringe on people's property rights, while avenues for redress are also unclear.

It recommended shortening restriction periods and establishing clear procedures for lifting freezes, filing appeals and returning funds.
