iPASS Names Former Kaohsiung Official Kuo Tien-kuei Chairman

iPASS Corporation, best known for its stored-value transit card, has expanded into electronic payments and digital financial services, making its leadership transition significant for the company’s next phase. It is seeking to operate its electronic-payment business independently while broadening partnerships across industries, a strategy requiring coordination with public agencies, commercial partners and regulators in Taiwan’s increasingly competitive payments market.

The company’s board confirmed the departure of acting Chairman Liao Tai-hsiang and appointed Kuo Tien-kuei, a former secretary-general of the Kaohsiung City Government, as chairman at its latest meeting. The announcement did not specify an effective date or financial targets. The new leadership team plans to advance standalone electronic-payment operations, cross-sector collaboration and digital-finance services, drawing on Kuo’s experience in governance across multiple fields.
