Hong Kong and Singapore have long competed to be Asia’s leading financial hub. Hong Kong is pursuing tax reforms to attract investment professionals, but quantitative funds and research teams increasingly rank unrestricted access to generative AI alongside tax and regulatory considerations. Tools including OpenAI’s ChatGPT and Anthropic’s Claude are now embedded in coding, data analysis and model research, turning digital access into a material factor in where firms place talent.
By August 2026, the contest had broadened from tax incentives to access to AI infrastructure. Internet and service restrictions in Hong Kong are complicating the use of ChatGPT, Claude and other frontier tools. Singapore, by contrast, offers connectivity to leading models from both the U.S. and China, helping it draw algorithm-dependent quantitative funds and research teams seeking a more flexible operating base.
