ECB Formally Unveils Appia Roadmap for Tokenized European Markets and DLT Settlement

The European Central Bank and the Eurosystem are advancing the tokenization of wholesale finance. The initiative aims to integrate securities issuance, trading, custody and settlement on distributed ledger technology platforms, with central bank money serving as the safest settlement asset. This could reduce fragmentation across platforms and settlement risk while supporting the euro's financial autonomy as dollar-backed stablecoins expand. Trials in 2024 covered nine jurisdictions and settled about €1.6 billion.

The ECB formally unveiled the Appia roadmap on March 11, 2026. It will bring together the public and private sectors and market participants to design a European ecosystem for tokenized wholesale finance, with a long-term blueprint due in 2028. The shorter-term Pontes initiative is scheduled to launch in September 2026, in the third quarter, connecting market DLT platforms with the Eurosystem's TARGET Services so tokenized transactions can settle in central bank money. Interoperability will then be strengthened gradually.
