Taiwan’s Financial Supervisory Commission has promoted cross-industry trust services under its Trust 2.0 strategy, encouraging banks to extend asset safeguards into everyday payment scenarios. Trust Pay links managed trust funds with digital checkout, allowing beneficiaries to pay approved expenses directly from designated accounts. Its expansion into healthcare is significant because it can eliminate out-of-pocket advances by patients or families while preserving fund controls, traceability and the principle that entrusted money is used only for its intended purpose.

First Commercial Bank recently signed a cooperation agreement with Sansin Commercial Bank and China Medical University Hospital, making the hospital the first in Taiwan to adopt Trust Pay. Under the arrangement, patients scan a dynamic QR Code issued at the medical facility, and eligible charges are deducted directly from their trust accounts. The three institutions did not disclose the contract date, planned launch date, transaction limits, participating hospital locations, expected payment volume or the financial value of the partnership.

First Commercial Bank and Chen Yung-shun, honorary chairman of the Chinese Jing Kang Pharmaceutical Foundation, have structured a charitable stock trust that separates ownership of the principal from the charitable use of its proceeds. Chen retains the beneficial interest in the stock principal, while dividends and other income generated over 30 years will be donated to the foundation, creating a continuing source of funding for new-drug research and talent development.
