South Korea’s Memory Capacity Expansion Faces Major Hurdles
The South Korean government has joined forces with technology giants including Samsung and SK hynix to establish a new memory-chip industry cluster and reinforce the country’s global semiconductor dominance. The plan aims to double South Korea’s memory production capacity, drawing close market attention because of its implications for global supply-chain stability and competitive pressure on Taiwanese manufacturers. It has also raised concerns about potential overcapacity.
Analyses published by foreign investors and industry participants in July 2026 said the 17 trillion won expansion plan faces significant practical challenges. After accounting for capacity losses resulting from upgrades to advanced process technologies, the actual increase in output would be limited. Delays in building local power and water infrastructure also make it difficult for the new ecosystem to take shape in the near term.
