White House Crypto Adviser Upbeat Ahead of Senate CLARITY Vote

2 reports · First detected 2026-09-15 · Last active 2026-09-15

The Digital Asset Market Clarity Act, or CLARITY Act, is designed to create the first comprehensive US federal framework for crypto markets, clarify jurisdiction between the Securities and Exchange Commission and the Commodity Futures Trading Commission, and add customer protections. The measure matters to a digital-asset market valued at about $2.3 trillion, but negotiations have been held up by disputes over stablecoin rewards, software-developer safeguards and ethics restrictions tied to President Donald Trump’s crypto interests.

Patrick Witt, the White House’s top crypto adviser, said at a Solana Policy Institute summit in Washington on Sept. 14 that he felt “very good” ahead of the Senate’s initial procedural vote on Sept. 15, calling the revised text the “best and final offer.” The bill needs 60 votes to advance. Trump agreed to roughly 80% of a bipartisan ethics proposal, including divestment or a blind trust for significant interests in crypto issuers and a role for state attorneys general, though Democrats including Sen. Elizabeth Warren said the enforcement language remained inadequate.

White House Adviser Backs CLARITY Act Ahead of September Votefirst seen 2026-08-19 · 2 reports · similarity 0.83

The more than 600-page Digital Asset Market Clarity Act would establish a federal framework for digital assets and delineate oversight between the Securities and Exchange Commission and Commodity Futures Trading Commission. The House passed H.R. 3633 by 294-134 on July 17, 2025, but Senate negotiations have been slowed by disputes over stablecoin rewards and conflict-of-interest provisions tied to President Donald Trump’s crypto interests.

White House crypto adviser Patrick Witt said at the SALT conference in Wyoming on Aug. 18 that he was “optimistic and bullish” on passage. Senate Majority Leader John Thune has scheduled a Sept. 15 cloture vote on the motion to proceed, the bill’s first planned floor test, requiring 60 votes. Industry confidence rose after Trump met crypto executives at the White House on Aug. 19, though Senate Banking Committee Chair Tim Scott said the dispute over stablecoin rewards had resurfaced.

White House Presses Democrats on Crypto Bill Ethics Dealfirst seen 2026-07-16 · 3 reports · similarity 0.80

The Digital Asset Market Clarity Act would create the first comprehensive U.S. federal framework for digital assets and divide oversight between the SEC and CFTC. Its Senate path now hinges on conflict-of-interest rules covering senior officials, a politically sensitive issue because President Donald Trump and his family have extensive crypto ties, including a stake in World Liberty Financial. Trump disclosed more than $1 billion in crypto-related income for 2025, intensifying Democratic demands that any market-structure bill curb officials’ personal exposure to the industry.

On July 21, a White House official said Trump had accepted what the administration called the broadest ethics provision in U.S. history, covering the president, vice president and members of Congress. Democrats had not yet received the full language and remained at odds over enforcement: they favor empowering state attorneys general, while the White House and Republicans want the U.S. attorney general to lead. Senate leaders could bring the bill to the floor as early as next week, but passage must come before the August 7 recess; the House would then need to vote again, likely in September.
