Changi General Hospital, IBM Unveil Agentic AI Emergency Training System

A Singapore shopping-district fire in April 2025 injured 16 children and six adults, prompting the Ministry of Health to hold a 1,700-person pediatric mass-casualty exercise the following month. Changi General Hospital, or CGH, primarily serves adult patients and saw a need to strengthen pediatric emergency preparedness. Conventional drills using mannequins or cards require extensive setup and struggle to recreate operational pressure, capture individual actions or provide detailed feedback at scale.

CGH began the project with IBM in January 2026 and spent six months building a mixed-reality emergency-room environment, which was unveiled at IBM Think Singapore on July 21. The demonstration featured six virtual pediatric patients whose conditions changed in response to treatment. IBM watsonx Orchestrate coordinates three specialist AI agents that assess clinical decisions, spoken communication and teamwork against prescribed standards. More than 30 healthcare workers have tested the system, with CGH targeting at least 100 trainees within nine months.
