Opera Seeks 160 Million CELO Tokens to Become Key Celo Stakeholder

Opera has worked with Celo since 2021 and has expanded stablecoin payments in emerging markets through MiniPay, its self-custodial wallet built on Celo. Celo has transitioned into an Ethereum Layer 2 network. Since its 2023 launch, MiniPay has recorded more than 14 million registrations and 420 million transactions across 66 countries, making it the network’s most widely used application.

Opera proposed on March 19, 2026, replacing three years of planned quarterly U.S. dollar subsidies with a one-time allocation of 160 million CELO tokens. At the then-current price of $0.07 per token, the allocation was worth about $11.2 million. The tokens represent about 27% of the 600 million in circulation and 16% of the maximum supply of 1 billion, while voting power would be capped at 10% of the total amount staked. The proposal still requires approval through Celo’s onchain governance process.
