Taiwan Regulator Fines Hua Nan Bank NT$8 Million Over Employee Misappropriation

Employees at Hua Nan Commercial Bank's Jisui, Shilin and Tainan branches were implicated in a series of misconduct cases involving the misappropriation of customer funds and the withholding of excess cash from account settlements. The cases exposed failures in deposit, remittance and foreign-exchange operations as well as supervisory review mechanisms. At the Tainan branch alone, seven customers lost a total of NT$4.57 million in misconduct spanning September 2017 to August 2025. The FSC fined Hua Nan Commercial Bank NT$8 million and ordered it to review its information systems, operating procedures and review mechanisms, as well as hold supervisors accountable.

The conduct continued for 10 consecutive months and involved about NT$2.97 million. The regulator found CTBC had failed to adequately establish and enforce internal controls, imposing a NT$4 million fine under the Banking Act and ordering corrective measures.

It said an inspection conducted from February 25 to March 28, 2025, found that Taishin Bank had decided not to report the matter after internal investigations on January 22, 2024, and March 11, 2025. The FSC fined the bank NT$14 million and ordered corrective action. It also barred the bank for one month from accepting new clients for its high-net-worth business and its pilot operations in the Kaohsiung Asset Management Zone. Those activities may resume only after the bank’s improvements are approved.
