Taiwan Models Outperform Global Rivals in Sovereign AI Evaluation
Taiwan’s sovereign AI push is aimed at ensuring large language models can handle traditional Chinese and understand the island’s social context and values, rather than relying solely on benchmarks developed overseas. The Ministry of Digital Affairs’ AI Evaluation Center, known as AIEC, provides a common framework for comparing domestic and international systems and informing the adoption of generative AI across government and industry.
AIEC’s latest evaluation covered 188 general-purpose large language models from Taiwan and abroad, assessing their command of traditional Chinese, local culture and Taiwanese values. Domestic models performed notably better than international counterparts on values-related understanding, according to the ministry. The government is also working with industry to develop specialized models for four sectors — finance, law, education and healthcare — as it seeks to turn local-language strengths into practical applications.
