On February 23, 2026, the Financial Supervisory Commission amended the rules governing insurers’ reporting of major contingencies, removing the threshold that an incident must “materially affect consumer rights.” Insurers must now immediately report every case of premium misappropriation by an agent to the Insurance Bureau by telephone and submit a written report detailing the investigation, response and corrective measures within seven business days from the day after the incident. Failures to implement internal controls or audits may draw fines of up to NT$12 million.

Insurance agents who collect premiums handle policyholders’ funds, and any misappropriation can cause financial losses, delay a policy from taking effect or interrupt coverage. Taiwan’s Financial Supervisory Commission has therefore ordered insurers to strengthen their sales, payment-collection and audit procedures and incorporate safeguards against misappropriation into internal controls to protect policyholders.

The FSC announced revised reporting rules on February 23, 2026, removing the threshold that an incident must have a “material impact on consumer rights.” Officials responsible must now promptly notify the Insurance Bureau by telephone whenever an agent misappropriates premiums, regardless of the amount or circumstances, and submit a written report on the investigation, response and corrective measures within seven business days of the day after the incident. Internal-control violations are punishable by a fine of up to NT$12 million.
