Anthropic Revises Claude Subscription Policy, Excluding Third-Party Tools from Pro and Max Allowances

Claude Code is Anthropic’s AI coding tool for developers, with weekly usage caps governing access under subscription plans including Pro and Team. Those limits shape how much sustained coding work heavy users can complete and influence the perceived value of paid tiers. The policy is also a test of Anthropic’s ability to balance the high computing costs of advanced models with service reliability and intensifying competition for developers.

Anthropic said a permanent 25% increase to Claude Code’s standard weekly limits will take effect on Sept. 14. The change nevertheless reduces capacity for users accustomed to a temporary 50% boost that is being withdrawn. Measured against that enhanced allowance, available usage falls from 150% of the former baseline to 125%, a decline of about 17%. The permanent baseline is higher, but the immediate experience for active users will be a smaller weekly allocation.

Anthropic’s Claude Fable 5 became the focus of a monthlong dispute over subscription access as the AI developer sought to contain the heavy computing costs associated with advanced models. The debate matters because it tests whether providers can preserve dependable access to flagship systems while balancing infrastructure constraints, customer expectations and the economics of fixed-price subscriptions.

Anthropic has now committed to keeping Fable 5 permanently available in its higher-tier subscription plans, ending uncertainty over the model’s removal. The company will, however, cut the applicable usage allowance to half its previous level. Customers on lower-priced plans will receive a one-time $100 credit before moving to usage-based billing, a shift designed to ease pressure on Anthropic’s computing capacity.

As competition in generative AI intensifies, keeping developers loyal to a platform has become a key battleground for major technology companies. Anthropic’s Claude imposes five-hour and weekly usage limits, often disrupting heavy users’ work after they exhaust their allowances. Adjusting those limits has become central to Anthropic’s efforts to retain key developers, prevent user attrition and keep its ecosystem competitive.

Anthropic announced on July 16, 2026, that it was resetting Claude’s five-hour and weekly usage limits for all users. The move coincided with OpenAI’s release of GPT-5.6, SpaceXAI’s launch of Grok 4.5 and Meta’s release of Muse Spark 1.1. By immediately restoring users’ allowances on a day packed with rival model launches, Anthropic aimed to prevent developers who had reached their limits from switching to competing platforms.

Anthropic had planned to change how usage is calculated for paid Claude subscriptions starting June 15. Usage from ordinary interactive conversations would be measured separately from programmatic and automated activity through tools such as the Agent SDK, with a dedicated monthly allowance for the latter. The change was intended to prevent high-frequency automated workloads from consuming capacity meant for everyday conversations and to promote fairness across different use cases.

Anthropic has now postponed the new Agent SDK billing system. Claude subscribers will remain subject to their existing usage limits for the time being, with no immediate switch on June 15. Estimates indicate that current subscriptions may subsidize programmatic use by as much as 30 times the standard cost. Anthropic has yet to announce a launch date for the new system or the monthly allowances for each plan.

Anthropic positions Claude Cowork as a desktop AI workplace agent that helps companies and professionals integrate AI into their daily workflows. Expanding its usage allowance could lower barriers to experimentation and help users develop new habits. The move also reflects Anthropic’s accelerating effort to challenge Microsoft Copilot and Google Gemini.

Anthropic said it would double Claude Cowork’s usage allowance in each five-hour period for one month beginning June 5, 2026. The limited-time measure focuses on the desktop service, giving users more time and more workplace scenarios in which to test the AI agent. Anthropic hopes the initiative will further increase adoption among businesses and professionals.

Anthropic originally included its agentic software-development tool Claude Code in the $20-a-month Pro plan, giving individual developers access at a lower price. Because such AI agents autonomously perform multistep tasks, they carry higher computing and inference costs. Any plan changes would affect product adoption, cost recovery and pricing transparency.

As of July 19, 2026, Anthropic was conducting a limited test involving about 2% of some new users, removing Claude Code from the $20-a-month Pro plan and requiring at least a $100-a-month Max subscription instead. The company stressed that the change had not been rolled out broadly and said the test was designed to assess the cost structure and pricing strategy for resource-intensive agentic AI features.

Anthropic has introduced a new billing option called “Usage Bundles” and is offering free credits to encourage existing paying customers to adopt it. The offer covers Claude Pro, Max and Team subscribers. Credits can be used across platforms and for features including Claude Code, reflecting the company’s push to expand paid use cases for its generative AI tools.

Anthropic said eligible Claude Pro, Max and Team subscribers can receive a one-time credit worth $20–$200. Users must actively claim it by April 17 or lose their eligibility. Once claimed, the credit can be used across all Claude platforms and features, including the software-development tool Claude Code.

Reports did not disclose an exact effective date, the scale of the adjustment or any additional charges. The changes primarily affect usage limits during peak periods.

The promotion targets non-enterprise users and encourages them to shift activity to off-peak hours by doubling their usage allowance. Anthropic announced a two-week promotion running from March 13 to March 27, 2026. Eligible non-enterprise Claude users will receive twice their normal usage allowance during off-peak hours. The official window corresponds to 3 a.m. to 8 p.m. Taiwan time, covering most working and school hours, with no additional payment required.
