Bank of East Asia, Anchorpoint Team Up on HKDAP Use Cases

Hong Kong’s stablecoin regime is moving tokenised money from pilot projects toward regulated payments and settlement. Anchorpoint Financial, a joint venture formed in February 2025 by Standard Chartered Bank (Hong Kong), HKT and Animoca Brands, received HKMA stablecoin issuer licence FRS01 in April 2026. Its HKD-backed HKDAP is intended as a secure tokenised medium of exchange for digital commerce, international payments and capital flows, making bank integration crucial to real-world adoption.

The Bank of East Asia and Anchorpoint signed an MoU on Aug. 28, 2026, putting BEA among the first group of banks partnering with the issuer to explore HKDAP-enabled digital asset initiatives. They will combine Anchorpoint’s regulated issuance capabilities with BEA’s banking services and client network to develop compliant commercial payment and financial settlement uses. BEA had consolidated assets of HK$936.9 billion as of June 30. No transaction value was disclosed, and detailed partnership arrangements will be announced later.

Anchorpoint is expanding the distribution network for its HKDAP stablecoin pilot, using authorised intermediaries to connect the project with eligible institutions and professional investors. Anchorpoint reported HK$522,000 in circulation and HK$1.62 million in reserves as of Aug. 19, while a broader launch is targeted for as early as end-2026.
