Taiwan Fines Cooperative Bank NT$12 Million Over Credit-Card Dispute Failures
Credit-card issuers must file disputed transactions with international card networks within prescribed deadlines or risk losing their right to recover the funds. Taiwan Cooperative Bank failed to establish adequate procedures for deadline controls, document retention and internal audits. The same staff member could register cases, track progress and reconcile accounts, while its credit-card and accounting systems were not linked, exposing serious operational and governance weaknesses.
Taiwan’s Financial Supervisory Commission said on Aug. 11, 2026, that the bank failed to promptly seek refunds in 6,334 credit-card dispute cases from 2015 through 2024, causing losses of about NT$101.64 million. The regulator imposed a NT$12 million fine, ordered corrective action and barred the bank from accepting credit-card applications from new customers for one month. Business may resume only after the FSC approves its remediation.
