Tesla FSD in Taiwan: Level 2 Driver-Assistance System Can Be Reviewed Without Legal Changes

Tesla’s Full Self-Driving, or FSD, is classified in Taiwan as a Level 2 driver-assistance system, meaning drivers must remain attentive at all times and retain ultimate responsibility. A Legislative Yuan forum said such systems can be assessed under the existing vehicle safety certification process without prior legal amendments. Approval will hinge on a technical review by the Ministry of Transportation and Communications, rather than the passage of dedicated autonomous-driving legislation.

The case had stalled around the time of the forum because Tesla had not yet formally submitted its application. The company has since filed the paperwork, and the review has entered the technical committee stage. The ministry said the committee could convene as soon as 2–4 weeks after receiving an application. Tesla will also stop selling its one-time-purchase FSD package on June 30, with the monthly subscription estimated at about NT$3,000.
