Rise of Agentic AI Shopping Bots Reshapes Payments as Experts Warn Banks of Risks

Agentic AI is evolving from a price-comparison tool into an autonomous agent capable of placing orders, charging cards and accessing accounts. Google, Amazon, Walmart, Shopify, Visa, Mastercard and PayPal have all entered the field. When software initiates transactions on a person's behalf, banks can struggle to determine the scope of authorization, turning refunds, fraud and liability into financial infrastructure issues.

American Banker warned on March 18 and June 18, 2026, that U.S. Regulation E generally requires banks to investigate errors within 10 business days, while Regulation Z gives cardholders 60 days to dispute transactions and caps fraud liability at $50. Neither rule, however, explicitly covers mistakes by AI agents. BioCatch is developing agent-detection capabilities for Bank of America, Citi and HSBC, and recommends imposing a $100 spending limit and introducing new contractual terms to manage the risks.

Agentic commerce is moving from product recommendations to delegated checkout, turning AI agents into actors inside the payment chain. Authentication and authorization can establish that an agent is allowed to spend, but not that it selected the right item, merchant, quantity or price. The architecture debate is now shifting beyond one-time permission toward transaction-level checks that bind the amount, merchant and cart to user intent, supported by replay protection, real-time revocation, audit trails and human review.
