Digital Resilience

Digital resilience is the ability of governments, businesses and critical infrastructure to maintain operations and recover quickly from cyberattacks, communications outages and system failures. Taiwan has recently amended its cybersecurity law, incorporated AI into its national cybersecurity strategy and deepened cooperation between the National Institute of Cyber Security and Microsoft. It has also shared its satellite-communications redundancy practices at NATO's CyCon conference, while the financial sector has strengthened governance and exercises. As AI-enabled attacks and defenses evolve and risks from Windows zero-day vulnerabilities and undersea cable disruptions rise, tracking related policies, technology adoption and recovery mechanisms can show whether Taiwan's overall defenses are keeping pace with changing threats.
